LEADERSHIP ELMORE COUNTY
The Leadership Elmore County (LEC) program for adults began in September of 2001 and is a cooperative effort of the Chambers of Commerce in the County, including the Millbrook Area Chamber of Commerce, and the Alabama Cooperative Extension System. The program begins in September of each year with a mandatory retreat designed to help classmates develop a bond through the use of team-building exercises. Each year the class is also required to select, develop and execute a class project. The program concludes in May with the class graduation.
The 2018 class was small with five participants: Barbara Armstrong, Wendy Barnes, Rhonda Carter, LaToya King and Tallassee Mayor Johnny Hammock. The class had no participants from Millbrook; however the AWF Alabama Nature Center NaturePlex in Millbrook served as the location for the September opening retreat and the City of Millbrook’s Legacy Park Center served as the location for the May graduation.
This year’s class project consisted of collecting personal hygiene items to place in large plastic containers to be donated to the middle and high schools in the Elmore County Public School System including the City of Tallassee schools. The schools’ guidance counselor’s were asked to distribute the items as appropriate.
The 2017-2018 LEC Class schedule consisted of: September – Opening Retreat: October – Military Day; November – Health and Human Services Day; December – Wetumpka Day; January – Education Day; February – Tallassee Day; March – State Government Day; April – Millbrook Day; May – County Government Day and Graduation.
YOUTH LEADERSHIP ELMORE COUNTY
The youth leadership program is a 4-H Youth Development Program and is sponsored by the Alabama Cooperative Extension System. The attached informational brochure explains the program. Also attached is the program schedule. The program graduated 11 students of which two were from Millbrook.

Briefly describe progress in implementing sections of the strategic plan.
In 2010, the City of Millbrook updated its Strategic Plan for 2011-2013, as attached. Although the City continues to make progress with the goals and strategies outlined in the 3-year plan, it has not been updated since.
Economic Development: Hired Ann Harper as the new Economic Development Director for the City of Millbrook; engaged in a “Buy Local Buy Millbrook” advertising/promotions campaign utilizing community newspaper, TV, social media and electronic sign at City Hall; engaged Retail Strategies to help recruit commercial/retail businesses to Millbrook; as an Opportunity Zone community, hosted an informational program presented by Alex Flaschbart (CEO of Opportunity Alabama) for landowners, commercial developers, real estate brokers, bankers, and attorneys; completed a $1.6 million public improvement project at the I-65/Cobbs Ford Exit that consisted of road, curb and gutter, drainage and water line extensions that incentivized the construction of a SpringHill Suites by Marriott; and began renovations of the former City Hall building to house the City’s Economic Development Department and the Millbrook Area Chamber of Commerce.
Community Development: Relocated City Hall to a renovated bank building on Main Street; engaged TPI Publishers, Inc. to redesign the city’s website; completed a CDBG project to renovate the old Sandtown School for a community center; installed a new traffic light with road improvements at the intersection of Grandview Road and Highway 14; sold an 80+/_ acre municipal property for single-family residential development; refurbished Kid’s Kingdom at Memorial Center Park.
